Introduction
4. The consultation paper was issued to 104 recipients comprising of individuals and a range of groups/organisations on 27 June 2006 - 14 responded. The consultation was also made available on the Scottish Executive website and open for all to contribute. The consultation period ended on 19 September 2006.
5. A list of the 14 respondents is provided at Annex A. One organisation requested that their response be treated as confidential along with one individual.
