Background to the Freedom of Information (Scotland) Act 2002
On July 1 1999 a non-statutory Code of Practice on Access to Scottish Executive Information was introduced by the Executive. The Code applied to requests for information received by the Executive and a range of other Scottish public authorities and remained in place until the Scottish FOI legislation came into force in January 2005.
The timetable was announced by Ministers in the Report to the Scottish Parliament on progress on Implementation of the Freedom of Information (Scotland) Act 2002 laid before the Scottish Parliament on May 28 2003. The timetable was agreed with the Scottish Information Commissioner, Kevin Dunion.
