The Scottish Procurement Directorate (SPD),headed by Nick Bowd, is the central point in the Scottish Government for providing advice and support on procurement policy and practice.

The Directorate's principal responsibilities are:
- to promulgate, and advise on, procurement policy and good practice (in respect of goods, services and works); both internally and across the Scottish public sector
- to promote compliance with and understanding of EU procurement rules and other international obligations
- to support the delivery of Government's policy and initiatives through the provision of professional support, particularly for complex, high value/risk and strategically important procurements and programmes
- to advise on, and promote other use of Gateway Review techniques
- to encourage collaboration and consistency across the Government and the wider public sector
- to provide building-related professional and technical support to programmes and projects
- to manage the eProcurement Scotlland programme and to oversee roll out across the public sector
Directorate is structured into three divisions including:

- The National Procurement Centre of Expertise
- Construction Advice & Policy
