Ken Thomson

Directorate for Constitution, Law and Courts is headed by Ken Thomson.The aim of the Directorate is to work with Ministers and key stakeholders to ensure that the people in Scotland benefit from an efficient and respected civil justice system and access to both civil and criminal justice to make Scotland a safer, stronger and fairer place to live. To work to improve the Scottish civil justice system to make it responsive to the needs of all its users and as easy to access and understand as possible.

Main Objectives:

  • Update and modernise Scotland's civil law and civil justice system
  • Update and modernise charity law in Scotland

  • Lead in debate on the structure and regulation of the legal profession

  • Reforming access to justice

  • Promoting Scotland's justice interests in Europe and beyond

  • Liaise with Scottish Parliament on business and procedural matters

  • Lead on a wide range of constitutional policy issues

  • Lead of freedom of information policy, data protection, public records and the code of practice on access to Scottish Government information

The directorate is structured into four divisions including:

  • Constitutional and Parliamentary Secretariat
  • Governance & Democracy Division
  • Civil Law
  • Legal System
