Paul Martin

The Directorate is headed by Paul Martin, who is interim Director for Health Workforce as well as Chief Nursing Officer. Paul Martin took up the post of Interim Director of Health Workforce in March 2005. Paul has been Chief Nursing Officer and headed the Chief Nursing Officer Directorate since September 2004.

The Workforce Directorate is structured into two divisions including:

  • Workforce Planning and Development Division
  • Workforce Employee Experience Division

Aims

The Health Workforce Directorate aims to protect, promote and improve the health, quality of life and wellbeing of people in Scotland by working with NHSScotland to build a world class workforce for NHSScotland. Directorate works closely with Ministers, NHSScotland employers, NHSScotland employees and their representatives, as well as the wider public, to develop policy and practice that will help achieve this.

Directorate is working on five key areas to build a world class workforce for NHSScotland.

Key Areas
  1. Improving NHSScotland's workforce planning to ensure that the right workforce is in the right place delivering the best care.
  2. Expanding healthcare-related education and training to develop a workforce that is appropriately skilled and eager to learn.
  3. Stepping up recruitment and improving NHSScotland's reputation so that we can attract the best workforce in an increasingly competitive world.
  4. Implementing better employment practice so that NHSScotland can retain a workforce that is keen and proud to work for the organisation.
  5. Enhancing rewards and developing capability to demonstrate NHSScotland's commitment to a workforce that is flexible, motivated and driving change.

  6. The Directorate has several areas of responsibilities including:
  • The development of workforce policy and related implementation strategies to ensure that NHSScotland is able to deliver the vision set out in Delivering for Health
  • Holding NHSScotland employers to account over the delivery of the Staff Governance Standard, Pay Modernisation, National Leadership Programmes and associated benefits realisation
  • The provision of advice and guidance to Ministers
  • The provision of guidance and direction to NHSScotland employers as required
