Director Planning and Environmental Appeals
James McCulloch
Planning and Environmental Appeals Directorate headed by James McCulloch aims to handle planning appeals made against the refusal of planning permission by planning authorities, objections to development plans that planning authorities propose for their areas, objections to orders promoted for the provision of transport and other infrastructure and other casework mainly concerning the control of pollution and environmental protection.
The Directorate is responsible for dealing with planning appeals and arranging public local inquiries or site inspections for these and other planning related matters, including local plan inquiries for planning authorities where the services of a Reporter are required. The Directorate also arranges public local inquiries or site inspections for divisions of the Scottish Government.
Planning and related appeals are determined by means of a public local inquiry, or by an exchange of statements and a site inspection, known as the written submissions procedure.
